Yeah that is a new rule however I thought it was implimented last year.... Actually I know it was.... perhaps they printed the rules books before the annual congress (usually Jan time frame)

If you go to LL web site ( I think its www.littleleague.org) there is a section about new rules..... and this is listed as changes for 98

The only new rule I heard about for 99 (LL not jr or sr.) in the "NO BALK" rule.
