Help with the "Board"

I need some help. As I stated before I coach a third and fourth grade team. We have coaches on the field during play. Our rule states that the coach must be ten yards off the line of scrimmage and that they must not say anything after the QB starts his count. The first time this is called it's a fifteen yard penalty , second is removal of the coach from the game. I have had a very hard time getting this called. In five years I've got it called three times. I'm told from the officials "I can't hear him and watch everything else". I've brought this up each year at the board meetings and keep getting the comment we'll get this taken care of. I feel that the biggest problem is with the defense coach. This year I'm on the rules committee and I would like to have just an offense coach on the field for the first four weeks. I would like to hear from leagues and coaches that don't have coaches on the field. I would like to be able to print out some testimonials to show the rest of the board that this can be done.
